PUBLIC ENGAGEMENT

The aim of the Third Mission is to bridge the gap between the world of research and citizens, bringing the results of scientific activity to the attention of the community. In this context, the Department of Law promotes and actively participates in the debate on issues of particular political and civil relevance and in the dissemination of legal knowledge through public engagement activities.

Third Mission initiatives take the form of meetings with the public (debates, conferences, seminars, round tables), activities aimed at schools, the publication of articles and informative materials, the organization of public events, exhibitions, or shows, as well as the participation of Department faculty in radio and television broadcasts, hearings at national and European institutions, and the activities of international organizations.

Initiatives

March–April 2026, Modena: “Indossare la battaglia: dialogando con Adele Woena, Lidia Poët e Anna Kuliscioff.” 

A series of seminars and movies concerning women’s rights and women’s emancipation movement between Nineteenth and Twentieth centuries, featuring contributions by Maurizia Camurani, Raffaella Bianchi Riva, Thomas Casadei, Vittorina Maestroni and Marina Cattaneo (coordinated by Alessandro Agrì), under the patronage of the Municipality of Modena, in collaboration with Centro Documentazione Donna of Modena and Anna Kuliscioff Foundation.

"FacilitiaMO – course for digital facilitators to the new enabling technologies for the services of the P.A." (November 2022-February 2023). 

Theoretical and practical seminars for the training of digital facilitators, held in person at the Department of Law of the University of Modena and Reggio Emilia, with weekly lectures of two hours, concerning the following topics: Introduction to digital services of public administrations; SPID; App I; PEC; Electronic Health Record; Privacy; Cybersecurity; ANPR; Smart Working; Videoconferencing systems; Digital signature.

"Green-ER" – Sustainability in public procurements. An in-depth study of the rules, tools and practices of Green Public Procurements in Emilia Romagna (March-May 2026). 

A series of seminars, entirely free of charge, for the training of private operators and public employees on the topic of Green Public Contracts, with specific focus on the environmental criteria that the public administration applies in the awarding of contracts and other contracts in favour of private individuals.

4 March 2026 - 9 March 2026, Modena: “Justice without the sword”: defendants and victims facing the challenge of criminal mediation.


The project stems from the aim of raising awareness among younger generations about new horizons in criminal justice. The meetings will take place over two days, alternating between lectures and discussions with students from class 3S of the Liceo Scientifico “Alessandro Tassoni” in Modena. The training will be conducted by scholars of criminal procedure at the Department of Law of the University of Modena and Reggio Emilia (project supervisor: Prof. Giulio Garuti).

May 13, 2026, Modena – Conference Hall of the Department of Law: “G.A.M.E. – Gamer, Athlete, Market, E-Sports”; a meeting and discussion with faculty, professionals, and the public on the topic of competitive and professional electronic sports competitions and their legal implications at the national and international levels (organized by UniMORE, Department of Law, Interdepartmental Research Center on Gaming and Play MO.RE.PLAY, aiga Modena, ACI e-Sport; Maria Cristina Degoli, Giuseppe Pellacani, Alberto Tampieri) .

 

July 2025- May 2026

"Local public administration and active citizenship: models and advantages of shared administration" (July 2025-May 2026); the project has received a University grant for public engagement activities. Unimore scholars involved: Prof. Francesco Badia, Prof. Marina Evangelisti, and Prof. Sara Giovanna Mauro. Students from the Administrative Law II and Local Government programs (prof. Marina Caporale) are also participating in the project. Partners: Province of Modena; Regional Ombudsman, Emilia-Romagna Region, Labsus, Laboratory for Subsidiarity. Nine municipalities in the province of Modena have participated so far in the project, which promotes the shared administration of common goods and active citizenship. November 2024-March 2025

“Alternative Dispute Resolution: (Re)conciling with Public Administration” (November 2024-March 2025); the project received a University grant for public engagement activities. Unimore scholars involved: Prof. Marina Evangelisti; Prof. Chiara Spaccapelo. Students from the Administrative Law II program also participated in the project. Partners: Province of Modena; Regional Ombudsman, Emilia-Romagna Region; Municipality of Modena, Department of Participation, Neighborhoods, Decentralization, Transparency, Legality and Anti-Mafia. 

The project is part of a larger research project on media-conciliatory tools, still ongoing, lasting several years, to deepen the complementary and consensual justice, public instruments for the benefit of citizens, consumers and businesses, and civic defense, in the relationships between public administrations and citizens. Novembre 2024-Novembre 2026

Agreement for research and training activities between the University of Modena and Reggio Emilia - Department of Law and the Emilia-Romagna Territorial Agency for Water and Waste Services (ATERSIR), 2024-2026. The activities envisaged by the Agreement include research (the legal form of the Governing Bodies of the Integrated Water Services and Urban Waste Management Area; conciliation within the integrated water service and the urban waste management service; relevant aspects of digitalisation with reference to the integrated water service and the urban waste management service, especially in relation to the processing of personal data) as well as training activities, in the areas of research activities.
